La place de plus en plus important attachée par les entreprises au « client », tant au niveau du discours qu'à celui de la pratique, conduisent à une évolution des lieux de production qui ne sont plus considérés essentiellement comme des ensembles de compétences et d'outils mais comme des structures propres à gérer les demandes de l'aval. Une étude de cas permet à l'auteur de confronter ce modèle au fonctionnement réel, puis de conclure quant à la véritable signification et aux conséquences de cette « orientation-client ».

The increasingly important role attributed to "the customer" by firms, both in theory and practice, is leading to changes in places of production. These are no longer considered essentially as sets of skills and tools but as resources designed to cater for final demand. The author uses a case study to compare this model with real functioning and to draw conclusions on the true significance and consequences of this "customer focus".

Cet article présente l'approche monographique d'un processus de modernisation désormais classique mené dans un établissement particulier : la Caisse d'Allocations Familiales de Nanterre.
Nous montrons d'abord comment les réorganisations entreprises rejoignent celles qui sont appliquées dans les entreprises confrontées à un marché et des clients classiques, c'est-à-dire solvables : modifications de structures, introduction de nouvelles formes de travail et de mobilisation des salariés, implantation de technologies avancées avec la mise en oeuvre du nouveau système d'information en temps réel, etc. Nous nous interrogeons ensuite sur les effets d'une telle modernisation sur cette organisation particulière et sur ses salariés dont la tâche bien précise est au fond de gérer la plupart du temps la misère des autres et de leur garantir au mieux leurs droits.
Comment les salariés gèrent-ils cette évolution, comment évolue objectivement et subjectivement la relation de service qu'ils établissent avec les allocataires ? Comment font-ils avec une situation qui les met face à des populations en difficulté, qui mettent en avant et rendent manifeste, concret et totalement visible tout ce que notre société produit comme inégalités ? Et ce, dans le cadre d'une transformation moderniste où l'on parle satisfaction de l'usager sinon parfois du client, efficacité et comparaison de productivité des agences entre elles ? Telles sont les questions qui seront abordées.

This article presents a monographic approach to a now classical process of modernisation, in a particular institution: the French family allowance fund (Caisse d'Allocation Familiale) based in Nanterre near Paris. The authors first show how the reorganisation undertaken including restructuring, introduction of new forms of work and employee mobilisation, introduction of advanced technologies with the implementation of the new system of real time information, etc. resembles that of companies confronted with a market and with "classical" meaning solvent customers. They then examine the effects of this form of modernisation on this organisation and its employees, whose job is basically to deal with other people's problems and to ensure that they receive everything they are entitled to.
How do the employees cope with this new approach? How does the service relationship which they establish with beneficiaries develop, both objectively and subjectively? How do they deal with a situation which confronts them with people in difficulty, and which highlights the inequalities spawned by our society? All these questions are situated in the context of modernistic transformation where objectives are defined in terms of user even customer satisfaction, efficiency and comparative productivity between agencies.

L'automatisation de la gestion des comptes bancaires modifie dans les deux sens la relation de confiance établie entre le banquier et son client. Du fait de la rareté du face à face, le processus de décision le concernant peut en effet devenir opaque au client et ce client systématiquement suspect aux yeux d'un banquier devenu incapable d'évaluer le risque. Si une segmentation entre divers types de clientèle permet cependant à certains d'échapper à une gestion tout à fait automatique de leur compte, l'équilibre entre confiance et surveillance ne s'en trouve pas moins perturbé...

The impact of computerised banking

The automatic management of bank accounts affects relations of trust between banks and their clients. Due to the rareness of face-to-face contact, the decision-making process becomes opaque for the client. In turn, s/he systematically becomes suspect from the point of view of the banker who, under these circumstances, is unable to assess the risks involved. Although the categorisation of various types of clients allows some of them to avoid fully automated management of their accounts, the balance between trust and surveillance is nevertheless affected.


LA RELATION FOURNISSEUR-CLIENT ET LES TECHNOLOGIES DE L'INFORMATION ET DE LA COMMUNICATION

L'objet de cet article est de souligner l'ambiguïté voire la nature paradoxale des effets qui affectent la relation client fournisseur lorsque l'on introduit les nouvelles technologies de communication et d'information pour la médier. L'analyse porte sur deux niveaux, d'une part sur la nouvelle configuration du binôme client/fournisseur, d'autre part sur la recomposition du marché en tant que système d'acteurs.
Dans une première partie, les auteurs soulignent la nature paradoxale des objectifs poursuivis : à la fois rentabiliser le contact avec le client en automatisant les contacts par l'utilisation de réseaux ce qui correspond à une mise à distance et en même temps le réintégrer dans la démarche de conception de produits et services pour mieux satisfaire ses besoins, traduisant une tendance contraire vers un rapprochement.
Dans une second partie, les auteurs interrogent deux utopies qui fondent cette relation : le client serait devenu « roi » : c'est autour de lui que se structure l'entreprise ; grâce aux réseaux électroniques, le marché deviendrait parfaitement transparent et s'allègerait des intermédiaires « polluant » la relation directe client/fournisseur.
La mise en évidence de la complexité des relations clients/fournisseurs, que l'utilisation des technologies de communication et d'information ne contribue pas nécessairement à simplifier, montre que si les réseaux électroniques engendrent de profonds changements dans la structuration des marchés, ces changements ne sont pas forcément ceux dont certains rêvent et que les entreprises espèrent . . .

CUSTOMER-SUPPLIER RELATIONS AND INFORMATION AND COMMUNICATION TECHNOLOGIES

The purpose of this article is to highlight the ambiguity and even the paradoxical nature of the effects of new information and communication technologies introduced to mediate customer-supplier relations. The analysis is carried out at two levels: the new configuration of the customer-supplier binomial, and the recomposition of the market as a system of actors.
In the first part, the authors underscore the paradoxical nature of objectives which consist, on the one hand, of making customer contact profitable by automatising it through the use of networks thus creating distance and, on the other hand, of integrating this customer contact into the design of products and services to better satisfy needs thus tending towards the reduction of distance.
In the second part they consider two utopia on which this relationship is based: the customer as the "king" at the centre of the firm, and electronic networks as a means for making the market perfectly transparent, thus eliminating the interferance of intermediaries in the direct customer-supplier relationship.
By highlighting the complexity of customer-supplier relations, which the use of information and communication technologies does not necessarily simplify, we see that electronic networks generate profound change in the structure of markets. However, these changes do not necessarily meet expectations.

L'influence des nouvelles technologies dans le domaine militaire intervient à plusieurs niveaux. Outre la place prise par les outils informationnels dans l'organisation de la défense, de nouveaux dangers apparaissent. Économiquement parlant, le civil exporte désormais davantage de technologie vers le militaire qu'il n'en reçoit de celui-ci. Plus largement, c'est désormais l'ensemble du secteur économique qui devient un enjeu de défense.

New technologies impact on the military field in various ways. Apart from the role of information tools in the organisation of defence, new dangers are appearing. From an economic point of view, there are more exports from the civilian to the military sector than imports from it. In broader terms, it is the entire economic sector that is becoming a defence issue.

Parce qu'ils sont des ressources pour la discussion des affaires publiques, les événements d'actualité peuvent faire l'objet de couvertures médiatiques conflictuelles. Ainsi, les comptes rendus de l'incendie du tunnel sous la Manche en novembre 1996 ont-ils soulevé en Grande-Bretagne des polémiques que la presse française a préféré ignorer. Ces écarts invitent à s'interroger sur la manière dont les problèmes publics émergent des récits d'événements et sur l'ancrage de ces mêmes récits dans un contexte spécifique. L'analyse met aussi en évidence le rôle déterminant de la situation qui fait suite à l'événement sur l'élaboration de sa mise en intrigue.

Because they are resources for debate on public affairs, current events may receive conflicting media coverage. In the UK, reports on the fire in the Euro Tunnel in November 1996 generated debate that the French press chose to ignore. These differences raise questions on the way in which public problems emerge from accounts of events, and on the anchorage of these same accounts in a specific context. The analysis also highlights the decisive role of the situation following the event, in the way it is turned into a story.
